The air around the block in the video contained evaporated water. The air always contains some evaporated water: there are always some water particles mixed in with the ‘air’ particles.

The amount of water in the air is called the humidity. It can vary from day to day.

The lower the humidity the colder it has to be for water droplets to form.

  
     
Clouds: water droplets form high up where the air is cooler.
  Dew: water droplets form when air cools at ground level.
