Part of the answer is to do with how strongly the particles of one substance can hold particles of the other
substance:

Salt particles hold onto water particles quite strongly. The particles can mix with each other.
Oleic acid particles can not hold onto water particles. This is why they stay together and do not mix with the water particles.
